Like AdjBrightness and RootDim, this will let you set the brightness one step lower than Display Brightness will, but it doesn't require root. ScreenDim, non-free (but there is a free trial), by me, in the Amazon Appstore, no root required. I haven't tested either on a Kindle since our Fire isn't rooted.
